Arundel Town Council currently hold a premises licence for the outdoor areas of the town. The current licence 7313 covers the Lower High Street (around the Town Square), the Quayside and Jubilee Gardens. The purpose of the new application is to apply to extend the current premises licence to take in the Upper High Street and Tarrant Street, specifically to facilitate events that are held within a full road closure.

Having a premises licence covering all these areas would streamline the process for the Town Council and event organisers working alongside them, such as the Arundel Festival of the Arts to manage and plan for activities within individual event footprints.

In the case of the High Street and Tarrant Street, a premises licence would only be used for events which are supported by an application for a road closure. Every event would have an event management plan and supporting plans for hospitality businesses and/or concessions within the event footprint. For each event, businesses would be asked to apply for a temporary trading permit which sets out the conditions that must be adhered to. This model is currently used successfully for the Arundel Farmers Market (monthly), the Arundel Festival of the Arts (10 days in August) and Arundel at Christmas events (weekends in December) for businesses covered by the existing premises licence; a new licence adding the Upper High Street and Tarrant Street would enable hospitality businesses in those areas to apply to trade outside in the same way. The decision on which businesses trade at which event is the responsibility of the event organiser and will be communicated in the initial event management plan application and subsequent revisions.

The additional area proposed in this application covers the two main shopping streets in Arundel, the High Street from the junction with Maltravers Street and Tarrant Street from its junction with the High Street to just past the junction with Bakers Arms Hill (including the Eagle Inn frontage).
